Build a targeted universe of voters
Your campaign has limited resources so you need to build a universe of those voters who are likely to show up to vote in early voting or on Election Day. Unless circumstances change, your campaign should focus its resources on those targeted voters.
Segment likely voters so you can target your message
Voters are either for you, against you or undecided. Identifying and segmenting your target universe of voters based on their candidate preferences allows you to allocate resources to the right voters.
Focus most of your efforts on persuading undecided voters
You should keep your supporters engaged. For now, ignore folks that oppose you. The heart of the battlefield in your campaign is targeting your scarce resources to undecided voters. Winning undecided voters in how you win campaigns!

The primary goal of your Get Out the Vote Programs (GOTV) is to turn out YOUR supporters. Don’t do broad, generic turnout. Always focus your turnout efforts on folks who are supporting you.
